The area around the Imperial Palace in Chiyoda Ward, Tokyo, is a popular course where many people run. Thirteen years ago, Chiyoda Ward and others established nine guidelines to prioritize pedestrians, such as running counterclockwise. However, there have been complaints from pedestrians. These include being strongly told to yield the path to runners and almost colliding with runners. As a result, Chiyoda Ward has decided to investigate how many runners, walkers, and cyclists there are and what kinds of problems are occurring. Chiyoda Ward stated, 'Safety is important. We want to eliminate these problems.'
